Public Administration International is a well-known and impressive consultancy, which provides advice to Government bodies and other organisations on implementing public service reform, good governance measures and poverty reduction programmes.  Much of their international experience tends to be in central and eastern Europe, though they have worked more widely.  I attach a link to their website for your information (http://www.public-admin.co.uk/) 
PAI would like to link up with any Czech consultancies also involved in public sector reform.  Ideally, they would be looking for an established firm with some experience of EU funded projects in public sector reform in the region.  But they would also be interested in smaller or less experienced companies, which might have something to offer. 
I wonder whether you are able to identify any such consultancy companies, which might be interested in meeting PAI to discuss future co-operation.  By co-incidence, PAI will be in Prague next week running a short course on regulatory impact assessment.  They would be happy to meet any companies then, though I appreciate that this may not give us much time to identify suitable companies.  So they'd be equally happy to receive information on any companies at a later date and to talk to companies subsquently.

Equality in the leisure time services in the city of Hämeenlinna

City of Hämeenlinna and Social Development Co in Finland are looking for partners to plan in cooperation a project proposal for Community programme for employment and social solidarity - Progress (2007-2013), Gender equality.

The project could include:

- to develop new methods to analyze the current situation of the (leisure time) services

- to develop new methods to improve the consciousness of equality among the municipal authorities (training, workshops, active methods)

- to support inhabitants´ implication; for instance by developing new methods for hearing

- a pilot project to take care of “grey areas” (For instance men and people living in different institutions use less culture services; how to get these groups involved)

- to involve other sectors/departments of the city in assuring the equality of the leisure time services (for instance technical sector)

- to disseminate equality work to other communal sectors (for instance school department)

Project will be carried out in co-operation with the city of Hämeenlinna and Social Development Co.

The new financial perspectives 2007-2013 represent an exceptional chance to accede to European programmes that allow the development of “European scale” operations. During this period will be implemented several programmes with OHS objectives, and between them can be highlighted the “Community Programme for Employment and Social Solidarity - PROGRESS (2007-2013)” which will support the improvement of the working environment and conditions, including health and safety at work.

It can also be remarked the contents of the chapter a.ii of Regulation 1081/2006 relative to the ESF, in which it is established as priority “the conception and diffusion of forms of innovating and more productive organization of the work, including the improvement of the health and the security in the work...”

References to OHS can be also found within other EU initiatives as, in example, in the Priority 1 of the draft of the Interregional Cooperation Programme (INTERREG IVC) where are included activities of exchange of experiences for improving the adaptability of workers and enterprises, promoting a healthy workforce in healthy workplaces and expanding and improving education and training systems.

In order to take advantage of this favourable framework in the EU, the OHSGD has designed the “PROGRAM TO PROMOTE THE PARTICIPATION OF ANDALUSIA IN COMMUNITARIAN INITIATIVES OF OCCUPATIONAL HEALTH AND SAFETY”. This program includes several actions aiming to obtain an enhanced participation of the Andalusian Community (public authorities, unions, companies’ representatives, research organisations, etc) in Occupational Health and Safety (OHS) Communitarian Initiatives, aiming to reinforce the fulfilment of the strategic targets established within the General Plan of Labour Risks Prevention of Andalusia.

Through this regional promotion program it is tried to facilitate the access to the participation in exchange and transfer transnational programmes to the Andalusian public authorities and other key agents, especially to the OHSGD as main administrative body in the General Plan of Labour Risks Prevention of Andalusia.

The AER, an NGO located in Strasbourg and Brussels which has 255 member regions from 32 countries, wishes to set up the Pan-European Routes for Eco-tourism called Touring Nature between 2007 and 2013 in the framework of an INTERREG IV C project.

The aim is to make European regions and public authorities working together in order to create routes to enhance their natural and cultural assets while focussing on management and preservation of environment resources. The Touring Nature initiative answers to the "Environment and Risk prevention" priority of Interreg.

To allow all European public authorities to take part to those Pan-European Routes for Ecotourism, the AER launches a call to candidacy throughout Europe to identify those that want to participate to that long-term cooperation.

To reach this objective, the AER is proposing :

• An integrated approach through an educational labelling process which actively involves local professionals in sustainable development actions (water and energy savings, waste management, using of renewable energy…) and give territories the chance to gain the Sustainable Development European Label Village + awarded by the AER and necessary to take part to the Pan-European Routes to Eco-tourism.
• International actions to enhance the Pan-European Routes for Ecotourism and thus the natural and cultural heritage of each labelled territory and their local professionals.

Energie Tirol, the independent energy consulting agency of Tyrol, is currently preparing several projects concerning energy performance certificates and refrigeration applications. We are looking for European cooperation partners that would like to participate in European funding programs concerning these themes.

Project ideas – energy performance certificate:

• Public relations measures are necessary to raise public awareness of energy performance certificates. Therefore, Energie Tirol is preparing an information brochure about “Energy efficiency and energy performance certificate”. An information campaign will start in spring 2008.
• As a next step, a quality assurance system for energy performance certificates has to be established. Selected certificates will be compared to real energy performances of buildings to guarantee the further development and optimization of the energy performance certificate.
• We are currently preparing a project regarding “Energy performance certificates and public buildings”. This project includes special refurbishment considerations.

Project idea – refrigeration application:

• Refrigeration applications cause major electricity consumption in some sectors. A study should estimate and demonstrate possibilities for energy savings by the compilation of applications, systems, technologies and market segments.

South East Dance based in Brighton & Hove, UK, is seeking interested groups for a feasibility visit to discuss a possible bid for funding for a youth dance exchange.

The youth dance exchange will be between young people (aged 14-21) interested in dance between at least 3 European countries in 2008/09/10. Young people will visit each others’ countries to exchange ideas and experiences on the theme of dance.

Over the past year South East Dance have developed a Youth Dance Committee in different counties in South East England, who meet to discuss dance and plan dance activities. The young people come from different socio-economic backgrounds and all share an interest in dance. The young people are keen to meet other young people from different countries and find out what dance they participate in and to share ideas.
